Public reporting is worthless to health care consumers

I'm late with this. It's a paper from last year in Health Affairs showing complete lack of agreement among several of the better known quality rating agencies. None of them understand what real quality is. From the conclusion of the paper:

In their current state, rating services appear likely to confuse, rather than inform, consumers.
