Don't the regulations state that sanctions for HIPAA infractions are to be consistent regardless of position?How does UCLA clarify why, for what's reported as being the same offense, staff got fired and physicians did not? Where the recommendations the same but the HR outcome different; and is this due to faculty code issues?
